The increase on the tax rate would be $2.30. Our tax rate is currently $13.84, and with increase would equal $16.14, which puts us about average for top 25 school districts. One number is the levy rate (increase $2.30) and one is the amount that would come out of pocket per month for $100,000 assessed value ($10.77).

● Among the 25 largest school districts in Iowa for the 2018-19 school year, Cedar Falls Community School District has the 3rd lowest (23/25) tax rate.

● Among the 20 largest Cities in Iowa, the City of Cedar Falls has the 4th lowest (17/20) tax rate for the 2018 Fiscal Year.

● During the Fiscal Year of 2016 and Fiscal Year 2017, building permit valuations have exceeded $100 million. Cedar Falls is expected to eclipse that level during the Fiscal Year 2018 as well.

● As the tax base grows through increased valuations of additional business/industry and residential construction, the tax rate is shared among more entities and decreases over time.

Cedar Falls Community Schools Tax Levy Rate

For the 2018-19 school year, the Cedar Falls Community School Tax Levy Rate is $13.94 per $1000 assessed valuation. This ranks Cedar Falls CSD 23rd lowest of the largest 25 school districts in Iowa. The highest is the Des Moines Public School District at a rate of $18.60 per $1000 assessed valuation. The lowest is West Des Moines Public School District at a rate of $13.27 per $1000 assessed valuation. The average tax levy rate of the largest 25 school districts in Iowa is $15.86 per $1000 assessed valuation. The Cedar Falls CSD is $2.59 per $1000 assessed valuation below the average for these school districts.

City of Cedar Falls Tax Levy Rate

For the 2018 Fiscal Year, the city of Cedar Falls Community School Tax Levy Rate was $11.13 per $1000 assessed valuation. This ranks the city of Cedar Falls 17th lowest of the largest 20 cities in the state of Iowa. The highest is the city of Fort Dodge at a rate of $20.42 per $1000 assessed valuation. The lowest is the city of Urbandale at a rate of $10.02 per $1000 assessed valuation. The average tax levy rate of the largest 20 cities in the state in Iowa is $14.53 per $1000 assessed valuation. The city of Cedar Falls is $3.40 per $1000 assessed valuation below the average for these Iowa cities.

Building Permit Valuations

During the Fiscal Year of 2016 and Fiscal Year 2017, building permit valuations have exceeded $100 million. Cedar Falls is expected to eclipse that level during the Fiscal Year 2018 as well, however, the current fiscal year is not completed. During the last 7 fiscal years, the $100 million level was reached in Fiscal Year 2012 and was nearly reached in Fiscal Year 2014. The growth around Cedar Falls with business/industry and residential expansion is seen in many neighborhoods and sections of the community, especially on the southwest, western, Main Street and University Avenue portions of our community.

Tax Base Expansion

As the taxable valuation increases across the community due to construction of residential homes and expansion of business/industry, the current levy rate is shared with additional entities. For example, the Cedar Falls Community School Districts General Obligation Bond for the elementary work has dropped 8 cents per $1000 assessed valuation since approved. This will continue to decrease over time as the valuation across Cedar Falls continue to increase.
